TO THE HEAD OF THE ENTERPRISE – INVESTOR!
Proposal on joint cooperation, for realization of profitable and promising projects on diamond mining and exploration in the Republic of Angola, diamond cutting, sale of diamonds and finished diamonds. Searching by method Pulsed Electromagnetic Sensing (PEMS) - oil and gas deposits, underground water, deposits of non-ferrous and precious metals (gold, platinoids) rare and rare earth metals, lithium, colored stones, diamonds and more.

Currently, our Investment Company in Angola ( registered on November 26, 2018) is a shareholder of several projects for exploration and mining of diamond-rich scattered (alluvial) territories in the Republic of Angola.

The necessary equipment to launch the work was imported to Angola, cleared and moved to one of the projects where overburden stripping works are underway in the licensed area. A geologic analysis and financial plan for the project was done. According to data from similar deposits under development, about 70% of the mined diamonds are in the 4-35 carat weight category, the average price of alluvial diamonds is $/€2,000/1 carat and the average projected diamond production is 6,000 carats/month.
Approximately every month (LUCAPA Company "Project LULO"), produces one crystal over 100 carats. Our project is located within the diamondiferous rocks of the redeposited Kalonda Formation, adjacent to the known LULO Project, 70 to 106 kilometers apart.

These projects have a high prospect of very fast development and scaling, in the table Exel “Financial Plan”, all monthly schedules, for example, the time interval is taken - 36 months, at 10-12 months of work, the project comes to self-sufficiency!
The most interesting and promising countries for diamond mining are and were chosen two countries - Angola and Botswana. Botswana is a "closed" country and the diamond market is controlled by a "monopolist", De Beers,, although there are options, but investments are many times higher than in Angola.
Angola - after the election of a new president in 2017, became an open country for investment in the diamond market and other business areas. In 2022, Angola's president was re-elected for a second term. After coming to power in 2017, the new president, revoked all previously issued licenses, closed all existing legal and illegal diamond mining operations for inspection. The entire Angolan army and police force was mobilized for this operation and it lasted more than a year. According to official figures alone, which were reported in the press, about 450 illegal diamond mining companies were shut down. At the moment, the former state-owned ENDIAMA, which had a complete monopoly on issuing licenses and diamond mining, has been reformatted into a public company. On the basis of the Ministry of Mineral Resources, Oil and Gas, a new structure was created - the "National Agency for Mineral Resources" - to attract investment, open work and minimize corruption.
Brief description of work done:

2007 y. - Introduction to Africa and the diamond market in Africa (DR CONGO). Works were sponsored for information gathering, analysis, mining, purchase-certification of diamonds, diamond cutting, polished diamond certification, polished diamond sales. The diamond market in different African countries was analyzed: DR Congo, Tanzania, Angola, Ghana, Guinea, Sierra Leone, Namibia, Burundi, Zimbabwe, Zambia, South Africa, Botswana, Mozambique.

2013 y. - A tighter examination of the diamond market in Angola .

2015 y. - Semi-legal diamond mining operations were started, testing the technology to extract diamonds, at different sites and in different provinces of Angola.

31.07.2017 y. - Together with partners (Company COSGUIJONE LDA) and "Company ENDIAMA" a license for industrial diamond mining, project "CACOLO" was obtained, but after the presidential elections and the start of inspections was suspended and revoked ( it was the fourth largest industrial license issued in Angola).

20.06.2019 y. - After the end of inspections in all regions of Angola, together with a partner (Company C.J.S.R.L.) obtained a new semi-industrial license for diamond mining and exploration in Angola. Work began apace and was halted due to quarantine related restrictions at COVID -19.

2021 y. - Renewal of licenses, reformatting of companies under new laws and acts, obtaining work permits, licensing of professionals, working with Angola Migration Service, administrative work, etc.

2022 y. - Minimal work execution, transportation, adjustment and setting up of equipment ( related to the events in Ukraine on February 24, 2022).

2023-25 y. - At the moment, stripping of rock at one of the license areas, expansion of the residential field camp, setting up of logistics and supply of the camp, technical support of the camp, construction of the processing line, training of specialists on site from the local "elite".

From all of the above... for all the time was spent a lot of financial, human and time resources, processed and analyzed dozens of licenses and projects, there were unsuccessful moments, there were great "BONUSES", but with each turn gained experience, administrative resources, business acquaintances, in this unique country for business. And yes, this is Africa, another life, another mentality, everything should be studied and understood in the life of Angolans for effective work and comfortable living in this country.
We hope for fruitful cooperation!
With respect,
Oleksandr Bakhir. Facebook
